Rep. Jason Altmire is a freshman Democrat who won election in 2006 in an upset victory over three-term Republican incumbent Melissa Hart. Hart was considered a rising star in the Republican Party and had been considered safe for reelection. Altmire criticized her close ties to the Republican leadership and support for the Iraq war, winning by a 54-45% victory despite being outspent by a margin of more than two to one. His anti-gun control and pro-life positions helped him in this culturally conservative district.
In his first year in office, Altmire earned an 81% rating on the Council for a Livable World voting record.
Hart immediately announced she would recapture the seat in 2008. Hart will run a tough and well-funded campaign. She launched television ads as early as February 2008 branding Altmire a "tax and spend liberal."

He has consistently voted against appropriating funds for the war in Iraq without a timetable for bringing U.S. troops home. Hart voted in favor of the key resolution in 2002 authorizing the use of force against Iraq and was a consistent supporter the war when in office.
Prior to running for Congress, Altmire worked as a hospital executive at the University of Pittsburgh Medical Center. He is an active advocate for wounded veterans returning from the wars in Iraq and Afghanistan. Altmire has introduced two veterans benefits initiatives that have been signed into law that stop the Pentagon from withholding enlistment bonuses from wounded soldiers and extend benefits provided under the Family and Medical Leave Act to military families facing long deployments.
Altmire can turn back Hart's spirited challenge, but it will not be easy. Hart enjoys strong name recognition in the district and has lucrative fundraising ties from her time in office.
