California’s 51st Congressional District has been represented by Bob Filner since 1992. In his ten years in office, Filner has been a strong advocate of progressive foreign policies and a close ally of PeacePAC. This year, Filner is stepping down from his seat in Congress to run for Mayor of San Diego. It is important that Filner’s seat be filled by a candidate who will continue to be a strong advocate for peace and justice. Denise Moreno Ducheny is just such a candidate.

Denise was born in Los Angeles and raised in La Habra, California. She went to Pomona College, studied Spanish in Mexico and economics in Sweden and received her Juris Doctorate from Southwestern University School of Law in Los Angeles. Denise started her public service as a Trustee for the San Diego Community College District where she was a Founder and Chair of the Association of Latino Community College Trustees. In 1994 she was elected to the California State Assembly where she served for 6 years followed by 8 years in the California State Senate. In both houses of the Legislature she was the first woman and first Latino to Chair the Budget and Fiscal Review Committee.

During her time in the State Senate she chaired a committee that had oversight of the University of California laboratories at Los Alamos that work on developing and maintaining the U.S. nuclear arsenal as well as vital non-proliferation programs. Ducheny wants to continue this oversight in the U.S. Congress. She is a supporter of continued negotiations with Russia for deeper cuts in the U.S. and Russian nuclear arsenals, with the goal of the complete elimination of nuclear weapons. She supports full funding for non-proliferation programs that keep nuclear materials out of the hands of terrorists. She supports ratification of the Comprehensive Nuclear Test Ban and believes the U.S. nuclear arsenal should not be kept on hair trigger alert.

Ducheny opposed both the wars in Iraq and Afghanistan and worked to provide jobs and care for the returning U.S. troops. She sees bringing our troops home from Afghanistan as a top priority:

"Going to Congress my priorities are simple. Al-Qaeda is on the run, we have killed Osama bin Laden and many of his lieutenants, we need to stop the war in Afghanistan and invest that money here at home, creating jobs and economic opportunities for working families, protecting Medicare and Social Security for seniors, and building a first rate educational system for our children."
