Washington, D.C. – Council for a Livable World’s PeacePAC today released its annual national security scorecard. The voting record for the 109th Congress includes 12 votes from both 2005 and 2006.

The issues used for the voting record included the Iraq war, U.N. funding, a ban on space-based weapons, missile defense, nuclear reprocessing, non-proliferation programs, Iran, and the U.S.-India nuclear deal.

Council for a Livable World is a Washington, D.C.-based advocacy organization founded in 1962 by nuclear scientist Leo Szilard and is currently headed by former Senator Gary Hart.

Presidential candidates Rep. Dennis Kucinich (D-OH) and Rep. Ron Paul (R-TX) scored a 100% and 91%, while other Republican presidential hopefuls Rep. Duncan Hunter (R-CA) and Rep. Tom Tancredo (R-CO) scored 0% and 8%, respectively.

As for House leadership, Democratic House Speaker Nancy Pelosi (D-CA) scored 83% and House Majority Whip James Clyburn (D-SC) scored 75%, while Majority Leader Steny Hoyer (D-MD) fared worse, voting with the Council only 33% of the time. On the other side of the aisle, Republican Leader John Boehner (R-OH) and Republican Whip Roy Blunt (R-MO) both scored a scant 8%.

There were 34 Representatives with perfect 100% scores: Raul Grijalva (D–AZ), Doris Matsui (D–CA), Lynn Woolsey (D–CA), George Miller (D–CA), Barbara Lee (D–CA), Fortney Stark (D–CA), Sam Farr (D–CA), Lois Capps (D–CA), Xavier Becerra (D–CA), Hilda Solis (D–CA), Diane Watson (D–CA), John Lewis (D–GA), Neil Abercrombie (D–HI), Edward Markey (D–MA), John Conyers (D–MI), James Oberstar (D–MN), Rush Holt (D–NJ), Tom Udall (D–NM), Jerrold Nadler (D–NY) Major Owens (D–NY), Nydia Velazquez (D–NY), Jose Serrano (D–NY), Michael McNulty (D–NY), Maurice Hinchey (D–NY), Louise Slaughter (D–NY), Dennis Kucinich (D–OH), Earl Blumenauer (D–OR), Peter DeFazio (D–OR), Darlene Hooley (D–OR), Lloyd Doggett (D–TX), Bernard Sanders (I–VT), Jim McDermott (D–WA), Tammy Baldwin (D–WI), and David Obey (D–WI).

The lowest score for a Democratic Representative was John Barrow (D–GA) with 16%. Next in line were Representatives Robert Cramer (D–AL), Jim Marshall (D–GA), Dan Boren (D–OK), Henry Cuellar (D–TX), Alan Mollohan (D–WV) with 25%. Thirteen Democratic Representatives scored 33%: Vic Snyder (D–AR), Dennis Cardoza (D–CA), Jim Costa (D–CA), John Salazar (D–CO), Sanford Bishop (D–GA), Melissa Bean (D–IL), Steny Hoyer (D–MD), Ike Skelton (D–MO), Robert Menendez (D–NJ) (left office when appointed Senator), Mike McIntyre (D–NC), John Murtha (D–PA), Stephanie Herseth (D–SD), and Lincoln Davis (D–TN).

Representative Ron Paul (R–TX) scored the highest of Republicans with 91%. Next was Jim Leach (R–IA) with 83%; Walter Jones (R–NC) with 66%; John Duncan (R–TN) with 50%; and Christopher Shays (R–CT) with 33%. Thirteen Republican Representatives scored a 25%: Jeff Flake (R–AZ), Joel Hefley (R–CO), Michael Castle (R–DE), Jerry Moran (R–KS), Wayne Gilchrest (R–MD), Roscoe Bartlett (R–MD), Vernon Ehlers (R–MI), James Gibbons (R–NV), Jon Porter (R–NV), Scott Garrett (R–NJ), Sue Kelly (R–NY), Curt Weldon (R–PA), and Thomas Petri (R–WI).

Forty-three Republicans ended with 0% Christopher Cox (R–CA) (left Congress mid-session), Randy Cunningham (R–CA) (resigned from Congress mid-session), Duncan Hunter (R–CA), Bob Beauprez (R–CO), Jeff Miller (R–FL), John Linder (R–GA), Lynn Westmoreland (R–GA), Charles Norwood (R–GA), Nathan Deal (R–GA), Phil Gingrey (R–GA), Henry Hyde (R–IL), J.
