Mike Levin was first elected to Congress in 2018, flipping a seat that had been a conservative stronghold in California for close to a century. Rep. Levin most recently won 52% of the votes in his 2024 election. Council has supported Rep. Levin in each of his races so far.
Rep. Levin has remained active on Council issues this Congress. He co-sponsored H.R. 3564, the Nuclear First-Strike Security Act, which would require additional checks on presidential sole authority to launch nuclear weapons. Rep. Levin was also named to the House Appropriations Committee this Congress where he serves on the Energy and Water and Military Construction-Veterans Affairs Subcommittees.
On the Energy and Water Subcommittee, Rep. Levin oversees funding for the National Nuclear Security Administration, including its nuclear weapons work, allowing him to inject much-needed oversight. This subcommittee assignment also allows him to continue his leadership on climate issues.
Before Congress, Levin worked as an attorney focused on environmental and energy regulatory compliance and government affairs.
Rep. Levin could face San Diego County Supervisor Jim Desmond in 2026, though some uncertainty remains due to California’s recent redistricting. While Rep. Levin’s presumed current opponent in 2026 has been a competitive fundraiser to date, it will be more difficult to unseat the incumbent in a non-presidential year.
